You can use Raw Importer from Grome 3.1 to import heightmaps. This is built-in with Grome setup. Just choose File -> Import -> Raw Terrain Import Plugin. Then press Help in the import dialog to determine the usage of the parameters.
As for importing the Grome3 terrain into UE4 I think (never tested it) you can use:
- either collada or
- 16 bit bmp export (plugin is present here:

Link was missing and it is now fixed. This worked for UDK and maybe it can still be used for UE4.
You can also use the SDK provided with PCT to create your own custom plugin (using any version of Visual Studio).
