I was wondering if it's possible to use a selection mask to apply the Simplify tool to isolated areas of a terrain mesh?

Hello,

You can use multiple selection masks to indicate different errors when using the simplified tool. You can see this process explained in the tutorial:

Also (maybe this is actually what you need) you can check "Clip unselected geometry" and all the un-selected (without selection mask painted) areas are not included in the simplified mesh at all.
