Is there a way to set the translation while using the Object Brush?

Do you want to set translation from the points generated by the brush (for example to put the objects a little down or up from the ground)? Sure, you can do that. You use the brush tool UI Noise settings and for translation you choose the min and maximum values to use for each axis. The brush will randomly choose a translation between these two values for each axis. If you want to use a specific (fixed) value just use the same value for both min and max. So for example if you want to put trees 1 meter bellow the ground just use 0,0 for min and max on ox, 1 and 1 for min and max on oy and 0 0 for oz.
